I want to work in the Civil Service because the purpose is clear. Decisions can affect communities, service users, colleagues and public confidence. That responsibility appeals to me because I like work where judgement, fairness and accountability matter. At this level, I would expect to deal with uncertainty, competing priorities and difficult compromises, and I am comfortable with that.

In previous roles, I have enjoyed bringing structure to complex work. For example, when a project had unclear ownership, I worked with colleagues to define the key outcomes, agree decision points and put regular reporting in place. That gave the team direction and helped senior leaders understand where support was needed.

I am also motivated by leading people well. I want teams to feel trusted, clear about expectations and able to improve. I would bring a practical leadership style, strong communication, and a focus on decisions that are evidence based, fair and deliverable. Grade 6 and 7 – Job Description


Grade 6 and Grade 7 roles within the Civil Service usually involve senior leadership across policy, operational delivery, corporate services, programmes or specialist functions. Duties vary depending on the department, but the role often includes setting direction, leading teams, managing complex work, advising senior leaders, improving performance and making decisions that affect public services, staff, partners or service users.

You will be expected to take ownership of significant areas of work, translate wider priorities into clear plans and make sure teams understand what needs to be delivered. This may involve leading managers or specialist staff, shaping policy or delivery options, overseeing programmes, managing risk, controlling resources and building strong working relationships across departments, public bodies, local partners or external organisations.

The role requires strong judgement, leadership, communication and the ability to make decisions when information is incomplete or priorities are competing. You will need to use evidence well, challenge assumptions, manage difficult conversations and provide clear advice to senior colleagues. You may also be expected to brief ministers or senior officials, handle sensitive issues and make sure decisions are fair, practical and aligned with public service values.

Grade 6 and Grade 7 roles also require a strong focus on people leadership. You will need to set standards, support capability, manage performance, create an inclusive working environment and help teams stay focused during pressure or change. You will be expected to look beyond immediate delivery, spot future risks and opportunities, and make improvements that strengthen services, policy outcomes and public confidence.

Key Tasks of a Grade 6 or Grade 7

  • Set direction for teams, programmes, policy areas or operational functions in line with departmental priorities.
  • Lead managers, specialists or delivery teams, making sure responsibilities, standards and outcomes are clear.
  • Translate strategic aims into practical plans, milestones, measures and delivery arrangements.
  • Provide clear, balanced and evidence based advice to senior leaders, ministers or governance boards.
  • Make sound decisions where there is complexity, uncertainty, risk or competing demand.
  • Build strong working relationships with internal teams, other departments, delivery partners and external organisations.
  • Oversee performance, identify barriers to delivery and take action to improve quality, pace and value for money.
  • Manage risks, issues and dependencies, escalating matters early where senior input is needed.
  • Lead change in a way that is clear, fair and sensitive to the impact on staff, service users and partners.
  • Use data, insight and feedback to shape recommendations, improve services and strengthen decision making.
  • Manage resources, budgets or workforce planning where required, making responsible choices about priority and capacity.
  • Create an inclusive team culture where people feel respected, understand expectations and are supported to develop.
  • Challenge poor behaviour, weak evidence, unclear thinking or delivery risks in a professional and constructive way.
  • Represent the business area in senior meetings, reviews or discussions with partners.
  • Ensure work complies with Civil Service standards, legal duties, data protection requirements and departmental procedures.
  • Look for opportunities to improve policy, delivery, governance, assurance, service quality and public outcomes.

Q1 – How much does a Grade 6 and 7 Senior Leader earn? Depending on the location the salary does change, nationally, an Grade 6 or 7 Civil Servant will earn a salary between £55,000 and £85,000 per annum.

Q2 – What is a Grade 6 and 7 Civil Servant? Job titles outside the Civil service include; Head of Department, Operations Manager, Senior Manager to name a few.

Q3 – What are the Grade 6 and 7 Civil Service Behaviours? These will depend on the role being applied for. With most civil service jobs, you will be able to ascertain this information from the job description. Usually, you will be assessed on 3-4 of the behaviours.

Q4 – What are the grades in the civil service? These range from the following order from most junior to senior civil servants.

  • AO/AA Administrative Officer or Assistant. This is the most junior level role.
  • Executive Officer. Employees in this role are usually in specialist support roles from various departments and can lead small teams.
  • Higher/Senior Executive Officer. A middle management role, which comes with specific policy responsibilities.
  • Grades 6 & 7. A senior management position, with enhanced policy responsibility, answering to directors and director generals.
  • Senior Civil Servants. Directors and director generals work closely to ministers within their department and are the most senior roles within the civil service.
